To thoroughly implement the innovation-driven, science and education-based, and talent-strong provincial strategies, further increase the support of postdoctoral work for improving the innovation capabilities of enterprises and institutions, promote deep integration of industry, academia, and research, and in accordance with the requirements of the "Notice on the Establishment of Henan Provincial Postdoctoral Innovation Practice Bases in 2023" (豫人社办函〔2023〕83号) issued by the Henan Provincial Human Resources and Social Security Department, after unit self-application, local review and recommendation, online review by the Provincial Postdoctoral Management Office and on-site verification, the Henan Provincial Human Resources and Social Security Department has decided to approve the establishment of postdoctoral innovation practice bases in 121 units (see attachment), including the Songshan Laboratory, to carry out postdoctoral work. The relevant matters are hereby notified as follows:

Postdoctoral work management departments at all levels should promptly notify the relevant base units, guide and assist them in making preparations for attracting postdoctoral researchers as soon as possible. At the same time, strengthen the management and supervision of the base's work, urge them to establish systems, select personnel, conduct assessments, and actively promote the healthy development of postdoctoral work in the bases.

Newly established base units should, in accordance with the "Management Measures for Postdoctoral Work in Henan Province" and the "Management Measures for Postdoctoral Innovation Practice Bases in Henan Province," and in combination with their actual conditions, establish management institutions as soon as possible, assign management personnel, formulate postdoctoral work regulations; according to the research projects proposed during the application, combined with current major scientific research tasks, actively carry out the selection and recruitment of postdoctoral researchers; actively contact relevant mobile stations and workstations, determine joint recruitment units and postdoctoral cooperation mentors, carefully carry out the training and use of postdoctoral researchers, and gradually cultivate a group of young talents with innovative spirit and ability in scientific research and production practice; actively participate in provincial postdoctoral work management training activities, learn and master postdoctoral work policies and related business knowledge, and continuously improve management services and business capabilities.
